The phrase “cut-rate villain” implies that there’s a standard rate for villainy.

Further, what are we suggesting when a hero’s go-to insult for putting down villains is “cut rate”?

When a hero calls a villain “cut rate”, are we meant to take from this that the hero is sort of classist, and what they really have a problem with is the fact that they’re not up against the expensive kind of villain?

Or, conversely, is the hero in fact accusing the villain of scabbing?
